If it carries any form of oxidizer to burn it’s fuel then it is a rocket regardless of it having wings.

Turn the legislation into law and fix it later. At this stage of the game, as long as the proposed legislation does not impede the overall effort to commercialize space, it should be signed into law. Work out the details later. Indeed, that’s how the process has worked since the beginning.

Especially since Rocketplane has little to show at this point.
