Perhaps some Holy water should be tried. Will he never go away?

It appears to me this is a bad thing. The way the article appears to me is she will go for verbage on the shuttle flying untill there is a replacement for it. We'll have to wait for the hearings, but if this is the case, it will kill the VSE.

The two major bidders for the CEV are Boeing and Lockheed. Who through United Space Alliance (which happens to be HQed in Houston) Operate the shuttle for NASA. If the shuttle still is flying what incentive is there to get the CEV out on time?

The CEV will hopfully be cheaper to operate, and there by give less revenue to Boeing or Lockheed then the shuttle does today.

One may argue that eventually the CEV will bring in more money then the shuttle. But what publicly owned company sacrficies guarenteed short term profits for possile long term gains.
