The idea as expressed to the employees and indeed in the media is that both vehicles are necessary indefinitely to realize the “assured access to space” goal. Hopefully once ULA is created, there won’t be too much intermingling of the programs such that if one program has a problem, both wind up grounded.

So if you are a commercial operator you would still approach ILS for an Atlas commercial launch. My question is are they going to merge the 2 vehicles in the next generation launcher once it doesn’t matter who gets the government contracts and they just share profits regardless of if it is an Atlas or a Delta?
