		<description><![CDATA[I don&#039;t think this is the Administration doing something nefarious. If you look at the history of most gov&#039;t agencies over multiple Administrations, you&#039;ll find that very few hold contractors&#039; feet to the fire. 

There was a good article in the NYTimes a couple of weeks ago about how through the Reagan-Bush-Clinton-Bush II Administrations, the gov&#039;t has contracted out more of its activities to contractors. In essence, the contractor has become a co-worker. And dinging your co-worker is tough, something all of us can acknowledge. So, most of the time the agency just ok&#039;s the bonus.

After all, it&#039;s just money, and allot less hassle than not issuing the bonus and dealing with all of the ramifications that would follow.]]></description>

		<description><![CDATA[Perhaps it would be helpful if NASA structured future contracts to include conditions under which bonuses are not awarded.  The administrator or other senior officials could have the power to override those conditions, but at least it would set the default outcome correctly.
