Actually, IIRC, the Senate passed the last Mikulski &quot;miracle&quot; (&quot;failure&quot;?) through unanimous consent.  Contrary to what that term indicates, this procedural detour only means that no Senator was paying close enough attention or cared enough to object to the language.  It does not mean that a majority of Senators voted in favor of the measure or other &quot;support&quot; it.
