		<description><![CDATA[This is quite timely for acquiring an extension of INKSNA.  Purely rational.

The rest of it is about &quot;keeping options open&quot; is pretty easy and logical.  INKSNA is harder, but still rational.

Kudos to Garver (I am guessing she led the policy analysis for Obama) for helping him on a tough issue, with not much time left on the congressional calendar.

I now wonder what Senator McCain will do.  Will we see the populist McCain who says &quot;We are all Georgians&quot;? or will we see the pragmatist McCain who will lead on a tough issue by supporting the Administration&#039;s (and Obama&#039;s) bipartisan position on INKSNA?  Or will he just say nothing?
