As far as when Dragon will start carrying crew, it&#039;s more likely that NASA personnel will be the first passengers, and the next will be researchers going to Bigelow space stations that their countries have leased (the sovereign nation business Bigelow has LOI&#039;s from 6 countries for).

I don&#039;t see tourists having a place to go in space for quite a while, so that part of your statement would probably be correct, but not for the reasons you think.]]></description>
