My take on why ‘taken so long for this reform to happen’. After spending the last year learning all that I possibly could, it became apparent it was nothing more than simple self-growth government. Law and subsequent regulation created an entire ‘sub-industry’ of working within the ITAR/Munitions List world. In the most basic of today’s lingo, “It is what it is.” Corporations set up ‘classes’ and hired outside contractors/lawyers/bureaucrats to ‘teach’ the law and how their individual departments or divisions must comply. It really was self perpetuating.
