Correct me if I'm wrong, but based on the Sec. 535 language posted above, coupled with Rep. Wolf's clarification of bi-lateral versus multi-lateral, wouldn't NASA be able to do just about anything with China if a third-party nation was also part of the collaboration?

In it, Bolden blamed the barring of Chinese participants for the Kepler conference on “mid-level managers at Ames” acting on their interpretation of NASA rules and without consulting with NASA Headquarters.

There seems to be a lot of this going around in the agencies these days. NASA, the Defense Department, the park Service... If Bolden were a leader he'd name names and publicly override the decision. Same goes for Chuck Hagel and the KIA scandal. Same with Hillary at Benghazi... That these anonymous 'decisions' are allowed to stand without accountability is pathetic. A decision is made and the herd runs, and keeps running.

Not that the Chinese scientists don't deserve blanket suspicion. They do. My guess is the average Chinese scientist is more willing to do his country's bidding than the average NASA scientist, who fancies himself as a righteous international ambassador. We are talking about sophisticated photometers here, the kind that might also be used to track our missiles. Keep the Chinese out!

Meanwhile, Russia replaces it's Roscosmos chief.

With a deputy defense minister, the commander of the military's space forces.
Portends for the future?

Reading Wolf's letter to Bolden is like reading an incoherent, rambling rant in a local newspaper from an angry, senile neighbor who is off his meds. It's amazing that the House leadership still let him run a committee. The man needs medical help, not more responsibilities (or reelection).
