They were so irrelevant that NASA eventually went with the Northrop Grumman – Boeing concept that they awarded to Lockheed Martin in a nice political move to a company with zero experience with HSF for several billions of dollars. The Lockheed Martin concept did not have wings.

Your comment is irrelevant. The original CEV concepts from Boeing and Lockmart were a joke, and were wisely rejected by NASA outright. NASA basically had to specify the capsule design for Lockmart who was obsessed with winged designs. At least that technical decision stuck.

Exporting the SM had nothing to do with foreign relations. SLS and MPCV are too expensive for the budget, and NASA looked to ESA to make up some of the shortfall.

Only Griffin damaged the relationship with international partners. The original CEV from Lockheed Martin was extensively associated with EADS and Northrop Grumman had Alenia for structures.
